The game begins at the River Rouge Sludge Plant, where players must locate the Nuke Lab while avoiding various threats. Players encounter unarmed subjects that need to be arrested rather than shot, adding a unique twist to the gameplay. Failure to arrest these subjects results in a penalty, reducing the available time.

Levels 2 and 5 introduce a different challenge, where players must navigate circuit boards to recover RoboCop's memory chips. These chips are vital for RoboCop to regain his full capabilities. The circuit puzzles require careful planning, as once a track is "burnt," it cannot be crossed again.

In Levels 3 and 6, RoboCop hones his targeting skills at the Detroit Police Shooting Range. Players must shoot armed targets while avoiding civilians, with performance impacting subsequent levels. The final showdown occurs at the OCP Civic Centrum, where RoboCop confronts his greatest adversary, RoboCop 2.
